Is there a way to configure the appearance time for a balloon? What is the default time delay for appearance now?

There is a timeout attribute to set the time of visibility. A balloon is made visible via an action. When the actions triggers the balloon will show up without any preset delays.
You may want to consider using DeltaActionJavaScript in order to inject custom JavaScript to your elements.
